Scholarship Rules and Regulations
The following rules and regulations governing the scholarship awarded annually by the Fraternal Order of Police, Trooper Philip C. Melly Memorial Lodge # 65 are being set forth to ensure the proper utilization of funds to be awarded, as well as the fairness and equality in the awarding of the scholarships.
I. The applicant must be:
A. The son or grandson, daughter or granddaughter, stepson or step grandson, step daughter or step granddaughter, adopted son or adopted grandson, or adopted daughter or adopted granddaughter of an Active member of Melley Lodge in good standing, for at least one (1) year prior to the date of application for the scholarship.
Definition: For the purpose of this section, a “member in good standing” is an active member either currently enlisted, retired, or lifetime, (including deceased) whose dues have been paid and have not been in arrears for at least one year or for at least one year prior to death (if deceased member) prior to the date of application for the scholarship.
B. A graduating senior of high school in the spring of the year in which the scholarship is applied for.
C. Have a cumulative High School Grade Point Average of 3.0 or higher.
D. Accepted to a post secondary school of higher education accredited by a state higher education authority in a minimum of a 4 year baccalaureate program.
E. Planning on being a full time student during the course of attending College/University.
Definition: For the purpose of this section “full time student” refers to any student enrolled in a minimum of 12 credit hours per semester or as otherwise defined by the specific college/university being attended by the applicant.
II. Each applicant must complete an application form and submit it, along with a transcript of the last four (4) years of high school grades and SAT scores to the Chairman of the Scholarship Committee, by July 1st of the current year. No application will be considered without transcripts or submitted after the submission cut off date.
III. Selection of Applicants
A. Applications will not be accepted after July 1st of the academic year applying.
B. All candidates for the scholarship should plan to take, in their junior year, the Scholastic Aptitude Test (SAT) given by the college Entrance Examination Board, as part of their qualifications for the scholarship. Instructions concerning this test may be obtained by the applicants from their high school.
C. The Scholarship Committee will review the credentials of the candidates, and the awards will be granted on the basis of scholastic performance, GPA, character, leadership, and goals.
D. Any statement submitted or made during the review process which if found to be false will automatically disqualify any applicant from further consideration for the scholarship award.
E. All information furnished to the Scholarship Committee will be held in the strictest confidence.
IV. Scholarship Award

C. The scholarship funds may be used for tuition, books, and required lab fees. No part of the funds may be used for recreation in any manner.
D. Each person applying for a scholarship will receive a letter informing them of the final outcome of the selection process.
E. The scholarship Committee does not discriminate on the basis of race, color, sex, national origin, or religion.
F. Any of the foregoing sections may be repealed amended or deleted by the Scholarship Committee, with the consent of the Board of Directors of the Fraternal Order of Police Trooper Phillip C. Melley Memorial Lodge # 65.

Prior to completing the application, we urge both the student and the FOP Lodge # 65 member to carefully review the rules and regulations governing the fraternal order of police Trooper Phillip C. Melley Memorial Lodge # 65 scholarship program. Failure to follow the listed rules and regulations will result in immediate disqualification.
